Yamari is an absolute monarchy. The Queen's word is law and even though there is a vast network of officials and governors, ultimately the Queen's decisions are final.
The Queen's two top government officials are the War Leader and the Senechal. The War Leader is in command of all the Empire's military might and advises the Queen and keeps her updated on the military and its ventures. The Senechal is in charge of the Empire's economy, policies and out-world treaties and policies. The War Leader and the Senechal are answerable only to the Queen herself.
The Noble Houses serve the Queen as advisors, governors and in many other capacities. The head of each Noble House is one of the Queen's Councilors and is responsible for a facet of the government. Provincial Governors are almost always chosen from among the Noble Houses.
The Queen's Privy Council is made up of the Empire's Viceroys, each Province's elected officials. Each Province may elect a Viceroy who travels around the Province making sure things are running as they should and listening to the people. The Viceroys then bring their information to each Privy Council meeting.
Viceroys will appoint a Reeve for each City in their Province and a Constable for each town. Towns have populations of over 1,000 people. Cities have populations of 15,000 and over. Villages of fewer than 1,000 have to go to the closest town with a Constable to air their complaints or concerns.
